Police Body Cameras Cut Complaints 88%. A Bigger Trial Found Nothing.

Fifteen years of research on body-worn cameras shows recording changes behavior — but only under specific conditions. Here's what that research does and doesn't say about self-recorded accountability apps.

Recording yourself and sending the video to someone changes your behavior — but the research on why is more specific, and less flattering to any single app’s marketing copy, than “being watched works.” Fifteen years of body-worn camera research shows the effect depends on who’s watching, how much control the recorded person has, and whether the arrangement was chosen or imposed. Get any of those wrong and recording does nothing, or actively backfires.

This matters if you’ve ever considered — or already use — an app that asks you to film proof of something for other people. The research the argument usually leans on is real, but it’s also thinner and more contested than the pitch suggests.

The trial that started the claim

In 2012, the Rialto Police Department in California, under then-Chief William Farrar, ran a year-long randomized controlled trial with Cambridge criminologist Barak Ariel. Officer shifts were randomly assigned to wear a body-worn camera or not. The results, published in the Journal of Quantitative Criminology in 2015, were striking: shifts with cameras saw roughly a 50% reduction in use-of-force incidents and an 88% drop in complaints against officers compared to shifts without cameras.

The interpretation that spread from that single study was simple and appealing: when people know they’re being recorded, they behave better, and the effect is dramatic. Police departments across the U.S. adopted body cameras in large numbers over the following five years, in part on the strength of this finding.

The trial that complicated it

In 2017, a much larger randomized trial run by the Metropolitan Police Department in Washington, D.C. — in partnership with The Lab @ DC, a government research unit — tested body-worn cameras across more than 2,200 officers, an order of magnitude larger than Rialto. Researchers Yokum, Ravishankar, and Coppock found no statistically significant effect on use of force, complaints, or several other measured outcomes. Officers with cameras behaved essentially the same as officers without them.

Two rigorous studies, two very different answers. That’s not a failure of either study — it’s a sign that “recording changes behavior” isn’t a fixed law, but a conditional effect that depends on variables neither headline captures. Researchers who’ve reviewed the broader body of body-camera evidence since have pointed to several candidates for what actually varies: department culture and existing use-of-force rates, whether officers have discretion to turn cameras off, and how predictable and routine the recorded encounters already were before cameras arrived.

Five years and multiple large trials past Rialto, the plain summary is that recording someone doing their job does not reliably produce Rialto’s result. Sometimes it does almost nothing.

A second, uglier data point: monitoring can make things worse

A separate and older line of research points at something the body-camera debate mostly skips over: recording or monitoring someone can actively hurt performance, not just fail to help it. In 1995, Rutgers researchers John Aiello and Kathryn Kolb published a study in the Journal of Applied Psychology on electronic performance monitoring — the kind of keystroke and activity tracking common in call centers and, now, remote-work “bossware.” They found that workers who were monitored, especially on complex tasks and especially when they had little control over the monitoring, reported significantly higher stress and in some conditions performed worse than unmonitored workers doing the same job.

The Aiello and Kolb finding isn’t a relic of 1995, either. Cornell law professor Ifeoma Ajunwa, whose 2023 book The Quantified Worker surveys three decades of workplace surveillance research, documents the same basic pattern recurring across newer studies of remote-work monitoring software: employees under continuous activity tracking report higher anxiety and, in several studies, no measurable productivity gain over unmonitored peers doing comparable work — the monitoring changes how the work feels without reliably changing how much of it gets done. The tools have changed from keystroke loggers to webcam check-ins and screenshot software; the underlying dynamic Aiello and Kolb described has not.

Put the two literatures side by side and a pattern emerges that neither one states outright: recording someone doing a simple, routine action, where they retain some control over the arrangement, can suppress bad behavior (the Rialto result, sometimes). Recording someone doing a complex task, imposed by an authority they didn’t choose and can’t opt out of, tends to raise stress and can degrade performance (the Aiello & Kolb result). Those are close to opposite effects, produced by what looks superficially like the same intervention: a camera and an audience.

What happens when you pool every study, not just the two loudest ones

Rialto and the D.C. trial aren’t the only two data points — they’re just the two that get cited most because they’re the cleanest randomized designs with the most dramatic, opposite headlines. In 2020, criminologists Cynthia Lum, Christopher Koper, David Wilson, and colleagues published a systematic review through the Campbell Collaboration pooling more than 70 empirical studies of body-worn cameras, including the Rialto and D.C. trials and dozens of smaller or non-randomized studies in between.

Their conclusion doesn’t split the difference so much as complicate the question further: body-worn cameras produce small, inconsistent reductions in use-of-force incidents across the pooled evidence, and a more consistent reduction in citizen complaints — but the effect sizes are modest, vary enormously by department, and several of the strongest early results (Rialto included) sit at the high end of what the broader literature actually supports. In plain terms: the pooled evidence says cameras probably help a little, on average, mostly by reducing complaints rather than force — but nothing in the full literature supports treating Rialto’s 88% complaint drop as a typical, reproducible number rather than an unusually strong result from one of the first and smallest trials run.

This matters for anyone reasoning from a single dramatic study to a general claim about recording and behavior: even within one well-studied domain, the real number is “small and inconsistent, with wide variation by context” — not the round, clean percentage that made the original headlines travel. Any claim built on Rialto alone, including versions of the argument in this piece, should carry that caveat forward.

What actually seems to matter

Reading across both literatures, three variables show up again and again as the difference between recording that helps and recording that doesn’t:

Who chose the audience. Rialto officers didn’t choose to be recorded — a random assignment did that. But the complaint process the camera fed into was, from the officer’s perspective, protective: a camera that could exonerate them from a false complaint is a different psychological object than a camera whose only function is surveillance for a manager who’s already inclined to distrust them. Aiello & Kolb’s subjects had no such protective framing — the camera was purely evaluative, from an authority they didn’t select and couldn’t push back on.

Task complexity. A short, well-rehearsed physical action — flossing, showing up somewhere, a five-second proof-of-life video — seems to tolerate an audience without much cost. A complex cognitive task, the kind Aiello and Kolb’s subjects were monitored on, appears to suffer under an audience the way public-speaking anxiety degrades a rehearsed speech: self-consciousness competes for the same attention the task needs.

Retained control. The D.C. trial’s null result and the general instability of the body-camera literature both point toward discretion mattering. An officer who can (even in theory) turn a camera off experiences a different arrangement than one who cannot, even if in practice they rarely do. Control changes the psychological framing from “I am being surveilled” to “I am choosing to be seen,” and those are not the same feeling even when the footage is identical.

None of this is settled science. The body-camera literature alone has produced contradictory large-scale trials five years apart, and researchers still argue about which moderating variables explain the gap. Anyone telling you the underlying rule is simple — “accountability works because people behave better when watched” — is skipping past a body of evidence that says the opposite is just as easy to produce under the wrong conditions.

Where this leaves an app built on video proof

DontSnooze’s version of this sits closer to the Rialto end of the spectrum than the Aiello & Kolb end, on the three variables above: users choose their own witnesses rather than having an authority assigned, the recorded task (a short clip proving you’re awake, or proving you did the thing) is simple rather than cognitively demanding, and users retain control in the sense that they set up the arrangement and can end it. That’s a reasonable explanation for why a small camera-and-friend-group setup can work for a five-second task — it isn’t a reason to believe recording, in general, reliably improves behavior. It doesn’t. The D.C. trial is the uncomfortable proof that a camera and a plausible theory aren’t enough on their own.

A useful gut check before trusting a “prove it on video” arrangement for anything more complex than a short daily action: ask whether the audience is one you picked, whether the task is one that tolerates the extra attention, and whether you could back out without cost. Score badly on those three and the Rialto result probably isn’t the one you’ll get.

Worth stating plainly, though: none of the research cited here was conducted on friend-to-friend accountability apps specifically. It was conducted on police officers and office workers, in institutional settings with formal incentives, legal exposure, and employment relationships that a text thread with three friends simply doesn’t have. Extending the three variables above — chosen audience, task complexity, retained control — from those settings to an interpersonal one is an inference, a reasonable one given how consistently the pattern shows up across very different institutional contexts, but not something either literature tested directly. Someone running the actual randomized trial on friend-group video accountability specifically would very possibly find a different, messier picture than the clean three-variable story above — smaller relationship dynamics, like the ones a Rialto officer or a monitored call-center worker doesn’t have to navigate, could easily turn out to matter just as much as audience choice or task complexity do in the institutional research.

Two threads worth pulling on from here. One is the passive version of this same effect — the 2006 watching-eyes research got people to change behavior with nothing more than a printed image, no camera involved at all. The other is what happens when the audience isn’t chosen: screen-time accountability with coworkers rather than friends sits closer to the Aiello & Kolb end of the spectrum than the Rialto one, for exactly the reason this piece just spent two thousand words on.

Keep reading
